    • You are a United States citizen;
    • You are a resident of San Patricio County;
    • You are at least 17 years and 10 months of age;
    • You are not a convicted felon (unless you have completed your sentence including any incarceration, probation, or parole); and
    • Not declared mentally incapacitated without the right to vote by a court of law

  • What is a Vote Center?

    A vote center is a polling place where any eligible voter in San Patricio County may go to vote. The voter is no longer restricted by precinct to one location but has the choice of which polling location they wish to vote at!

    Voting by mail in Texas is reserved for those that meet certain eligibility requirements.

    You must meet one of the following criteria:

    • 65 years of age or older;
    • Have a sickness or physical condition preventing the voter from appearing at the polling place;
    • Expected to give birth within three weeks before or after Election Day;
    • Expected absence from the county; OR
    • Confined in Jail or Involuntary Civil Commitment, but otherwise eligible

    Note: Annual Applications are only available for voters 65 years of age or older and voters with disabilities. Annual Applications open on January 1 of every year.

    You can receive an Application for Ballot by Mail (ABBM) by:

    Note: State law requires our office to speak with the voter directly. Requests cannot be made by a third-party. 

    If you need help filling out the form or mailing it:

    • You may ask a trusted relative or friend to help you. 
    • Your helper’s name, address, and signature must be included in the application.

    The Application for Ballot by Mail (ABBM) must have at least one of the following:

    • Texas Driver’s License, Texas Personal Identification Number or Election Identification Certificate number issued by the Texas Department of Public Safety); OR
    • The last 4 digits of your Social Security Number
    Note: If you have not been issued any of these forms of ID, you must indicate so by checking the appropriate box on your application.

    When you receive your ballot be sure to:

    • Mark your ballot using a blue or black pen 
    • Complete all information under the flap of the carrier envelope (your contact information, Texas Personal Identification Number or the last 4 digits of your Social Security Number)
    • Sign your name over the flap of the carrier envelope
       

    If you need help reading, marking, or mailing your ballot:

    • Ask a trusted relative or friend to help you
      • The Secretary of State recommends you decline the help of someone you don’t know.
    • Your helper’s name, address, and signature must be included on the carrier envelope.

    Returning your Ballot by Mail:

    • You may return your ballot in the official carrier envelope to our office on Election Day from 7:00 AM – 7:00 PM. You are required to present a photo ID and sign a form.
      • The Elections Office is the only location where you can return your ballot.
    You choose vote in person rather than returning your mail ballot, by:
    • Requesting to cancel your mail ballot at the polling place.
      • Voters with their mail ballot in its entirety: You may complete paperwork with an election worker, so you may be eligible to cast a regular ballot.
      • Voters without their mail ballot: You may complete paperwork with an election worker, so you may be eligible to cast a provisional ballot.

    Deadlines for returning your ballot:

    • 7:00 PM on Election Day; or

    Voters in the military and residing outside of the United States may be eligible to vote with the Federal Postcard Application (FPCA).

    What does the Federal Postcard Application (FPCA) do?

    • Registers you to vote (unless voter marks indefinitely away / do not intend to return)
    • Registration becomes valid 30 days after it is received by our office
    • Functions as an application for ballot by mail and gives you temporary registration status for certain offices
    • If voter marks indefinitely away (older form) / do not intend to return (newer form), voter receives federal ballot only

    Who can use the Federal Postcard Application (FPCA)?

    • Active-duty military, spouses, and dependents (voting from outside San Patricio) 
    • U.S. Citizens (nonmilitary) temporarily overseas 
    • U.S. Citizens (nonmilitary) permanently overseas (previous home in San Patricio)
    • Members of the merchant marine, spouses, and dependents (voting from outside San Patricio)
    • Members of the Texas National Guard, spouses, and dependents (voting from outside San Patricio)
    • Members of a National Guard of another state, spouses, and dependents (voting from outside San Patricio)
    • Members of the military reserves on active duty, spouses, and dependents (voting from outside San Patricio)

    Note: Federal law defines overseas voters as anyone residing outside of the United States. U.S. Citizens in Canada and Mexico are considered overseas voters.

    It is your right to cast your ballot privately and independently. You may choose to do so:

    • In person;
    • Curbside; or
    • By mail

    Accessible Voting Machines:

    • Each polling place provides an accessible voting machine 
      • Placed on a wider, lower base
      • Equipped with a hand-held controller system
      • Headphones
    • All machines include:
      • Text size and contrast settings
      • Braille with the words “Insert paper”
      • Raised lettering and raised arrows for voters who do not read Braille
      • Blank Ballot Paper includes a tactile corner cut in the righthand corner to indicate which side to input in the machine

    Voting Order Priority:

    • Voters with disabilities and conditions that substantially limit their ability to move around may be given voting priority.
      • A person assisting an individual with such disabilities and conditions may also move ahead in line at the voter’s request.

    Voter Assistance:

    • Voters may be assisted by:
      • Any person a voter chooses who is not an election worker;
      • Two election workers on Election Day; or
      • One election worker during early voting
    • Voters may not be assisted by:
      • Their employer;
      • An agent of their employer; or
      • An officer or agent of their union
    • Assistants (who are not election workers) are required to take an oath stating that they will not try to influence the voter’s vote and will mark as directed by the voter.
    • Assistants must read the entire ballot, unless the voter asks to have only parts of the ballot read.
    • If the voter is assisted by election workers, poll watchers and election inspectors may observe the voting process.
      • If the voter is assisted by a person they chose, no one else may watch them vote.
    • It is illegal for persons assisting a voter to:
      • Try to influence the voter’s vote
      • Mark the voter’s ballot in a way other than what the voter has instructed
      • Tell anyone how the voter voted

    Interpreters:

    • If you do not understand the language being spoken in the polling place or the language that the ballot is written in, you have the right to an interpreter. 
    • If you cannot speak English, or if you communicate only with sign language, you may use an interpreter to help you communicate with election officials. (Even if an election worker can speak the same language as the voter).
    • The interpreter may also act as an assistant for the voter, but they must follow the procedures for an assistant.
    • If you are deaf and cannot bring someone to interpret for you, you have the right to request an interpreter before the election.
    Curbside Voting:
    • Curbside voting is available for voters physically unable to enter the polling place.
    • A designated parking spot is provided for curbside voting. The parking space is marked with a sign.
    • What to expect when voting curbside:
      • Park in the designated curbside parking spot
      • Call the San Patricio County Elections Office at 361-364-6121or text the designated curbside line at 361-364-9336.
      • Notify the election office of:
        • Voter's Name
        • Polling Location
        • Car Make and Model
      • The elections office will notify the polling place of your arrival.
      • Voters will vote in the same manner as they would in the polling place.
      • An election official will bring the electronic pollbook to your vehicle to complete the check in process.
      • The voter will be asked to present one of the seven acceptable forms of ID
      • The voter will complete the check in process by signing the electronic pollbook.
      • The election official will go inside the polling place to print the voter's access code.
      • The election official will return with the portable ballot marking device.
      • The voter will make their selections.
      • The ballot will be printed from the portable ballot marking device.
      • The voter will place the printed ballot into a folder to be deposited into the scanner inside the polling place.
      • The election worker will notify the voter their ballot has been cast.

  • When to vote:

    • Early Voting:
      • Early Voting is a way to cast your ballot before Election Day
      • Generally, in-person Early Voting begins 17 days before Election Day (if that’s a weekend or holiday, early voting starts on the next business day) and ends 4 days before Election Day.
    • Election Day:
      • Election Day is held on the first Tuesday after the first Monday in November. (Local Elections are the first Saturday in May)

    You will need:

    • Voters will need to present one of the seven acceptable forms of photo ID.
    • Voters that cannot reasonably obtain a photo ID may need to complete additional paperwork and present a secondary form of ID.

    Voting Process:

    • An election worker will ask you to present an acceptable form of photo ID.
    • The election worker will find your name in the iPad (e-pollbook system). You will verify your information (including current residential address) and provide a signature to complete the check-in process.
    • You will present the iPad receipt detailing the type of ballot you will receive to another election worker. In return, you will receive an access code and blank ballot paper signed by the Election Judge.
    • You will select a voting booth, enter the access code, and insert the ballot paper. The machine will provide further instructions.
    • Once you have made your selections, the machine will print your ballot for you to review. 
    • Then, you will walk your ballot to the scanner and insert it into the machine to finish voting. Your printed voter record (cast ballot) will remain inside of the ballot box under the scanner.

    Prohibited Activities in the Polling Place:

    • Voters should not use wireless communication or recording devices within 100 ft. of the voting stations.
      • Devices include cell phones, cameras, tablets, laptops, sound recorders, smart watches, and drones
    • Individuals cannot bring a firearm onto the premises of a polling place (unless they are a peace officer)
    • A person may not loiter or express preference for or against any candidate, measure, political party, or relating to the conduct of the election within 100 ft of the building’s doors while the polling place is open for voting.
      • This includes wearing, posting, or distributing hats, shirts, badges, stickers or other similar communicative device relating to a candidate, measure, political party, or to the conduct of the election.

  • College Voters:
    College students can register to vote using the address they consider the place they live.

    • That may be their:
      • Family home; or
      • School Address.
    • Registering to vote will not affect your Federal Financial Aid, status as a dependent on your parents’ taxes, or tuition status.
    • Your driver’s license address does not need to match the address on your voter’s registration application.
    • Voters can only be registered at one location. You need to update your registration any time your home address changes.
    • College students are eligible to receive a Ballot-by-Mail (Absentee) if they are going to school outside of the county they consider home.

    Remember: Voters can only cast a ballot in the county where they are registered.

     

    High School Voters:

    • High schools are required to provide opportunities for eligible students to register to vote at least twice a year.
    • The principal (or a designated staff member) may act as a voter registrar for your high school. If you need help finding your school’s voter registration forms or have questions about filling out your voter registration form, you can ask your principal.

    • Anyone can register as long as they are at least 17 years and 10 months old (two months from your 18th birthday)
      • Remember: You must turn 18 on or before Election Day to vote.
    • If you are not old enough to register, you can still take part in the election process. Students can serve as election clerks as long as you are 16 years old on or before Election Day.

    Identification Requirements for Voting:

    Texas Law requires voters to present one of the seven forms of acceptable photo ID to vote. Voters that do not possess cannot reasonably obtain a photo ID may complete a Reasonable Impediment Declaration at the polling place and present a secondary form of ID.

     

    Acceptable Forms of Photo ID:

    •  Texas Driver License issued by the Texas Department of Public Safety (DPS)
    • Texas Personal Identification Card issued by DPS
    • Texas Election Identification Certificate issued by DPS
    • Texas Handgun License issued by DPS
    • United States Military Identification Card containing the person’s photograph
      • Military ID Cards may include, but are not necessarily limited to: Department of Defense (DoD) Common Access Card (CAC), Uniformed Services ID Cards, DoD Civilian Retiree Cards, Veterans Affairs ID Cards
    • United States Citizenship Certificate containing the person’s photograph
    • United States Passport (book or card)

    Addresses:

    • The address on the photo ID is not required to match the address on the list of registered voters.
    • Voters are required to confirm the address on the list of registered voters.

    Note: Always ensure your voter’s registration information (including residence) is up to date and accurate.

     

    Expiration Dates:

    • Voters must not have a photo ID that has been expired for more than four years.
    • A person 70 years of age or older may use a photo ID that has expired if the ID is otherwise valid
    • Some ID Cards do not expire:
      • Texas Identification Cards for people aged 60 or older may be permanent and marked “INDEF”
      • Texas Election Identification Cards (EIC) for people aged 70 or older are permanent cards
      • Some military ID cards are permanent, including Uniformed Services ID cards and Veterans Affairs ID cards.
      • Certificates of Naturalization and Certificates of Citizenship do not expire.

    Exceptions:

    • Photo IDs will not be used if “Limited Term” or “Temporary Visitor” appears on the face of the card as this indicated the person is not a U.S. citizen.
    • Department of Defense Common Access Cards with a blue bar across the name or the letter “B” with a circle around it signify that the cardholder is a non-U.S. citizen.
    • Secondary Forms of ID:
    • Voters that do not possess and cannot reasonably obtain an acceptable form of photo ID, the voter may still cast a regular ballot if they present a (copy or original) secondary form of identification and complete a Reasonable Impediment Declaration.
    • Secondary forms of identification include:
      • Government document that shows the voter’s name and address (which includes the voter's registration certificate, out of state license, expired identification, DPS receipt without a photo)
      • Current utility bill
      • Bank statement
      • Government check
      • Paycheck
      • Certified domestic birth certificate or a document confirming birth admissible in a court of law which establishes the voter’s identity (which may include a foreign birth document)
    • Reasonable Impediments:
    • The Reasonable Impediment Declaration should be made available to individuals that do not possess and cannot reasonably obtain acceptable photo ID.
    • Reasonable impediments include:
      • Lack of transportation,
      • Lack of birth certificate or other documentation needed to obtain an acceptable photo ID.
      • Work schedule
      • Lost or stolen identification
      • Disability or illness
      • Family responsibilities
      • The acceptable form of photo ID was applied for but not received.
    • Voters will complete the top section of the form declaring their impediment. Then, sign and date the form. 
    • Signing the form swears the voter has provided true information, has a reasonable impediment, and is the individual they claim to be.
    • The election worker will then sign and date the form, before describing the secondary document the voter presented.
    • The voter will then cast a regular ballot.

    Provisional Voters

    • If the voter states that they possess an acceptable form of photo ID but did not bring it to the polling place, the election officer should explain that the voter may:
    • Return before Election Day with their ID and cast a regular ballot.
    • Cast a Provisional Ballot.
      • Voters casting a provisional ballot have six days to bring their photo ID to the San Patricio County Elections Office at 410 W. Market St., Sinton, TX 78387
    • Voters that do not possess and cannot reasonably obtain an acceptable photo ID who are unable to provide a secondary form of identification may vote provisionally.
      • Voters casting a provisional ballot have six days to bring their secondary form of identification to the San Patricio County Elections Office at 410 W. Market St., Sinton, TX 78387.  Voters will be instructed to complete a Reasonable Impediment Declaration after presenting their secondary ID.
